Flat Rate Shipping and then a percentage of total order

Post Flat Rate Shipping and then a percentage of total order 
I want to charge customers 12% of their retail total, with a minimum shipping charge of $7.95 per order. Can someone please help me out with this?

Try this in the custom shipping logic:
Code:

@sc_shipping_logic = ("|1-|||12%");
#
$shipping_price = &calculate_shipping($temp_total,$total_quantity, $total_measured_quantity);
if ($shipping_price <= 7.95) {
  $shipping_price = 7.95;
  $shipping_logic_done = "yes";
}
