Post Adding another state 
Is it possible to add another set of state taxes which include individual counties as north Carolina has different taxes by county?

Is this included with the pro version or members version ?

You can set those up in the manager -> Program Settings -> Tax Settings.
You would use the custom tax logic. There is an example already in there for you.
