CSS not being pulled on checkout pages

Post CSS not being pulled on checkout pages 
My header defaults to the old style when you go from the main store pages to the checkout. Where can I change this at? I've been looking and can't seem to figure it out.

The checkout area is handled by the secure store header/footer files.
